Democracy must come from the people theorist?

I am working on a paper for my Political Science cl. I would like to use a theorist that saw the development of democracy as coming from the people. A bottom-up process of this development. I am having problems finding a good theorist to use. While it is not necessary, I was hoping to find someone. If anyone has any ideas or recommendations, they are greatly appreciated!
