How do you load the clear data from Fire emblem POR onto RD?

This is because you probably did the clear data on Path of Radiance on easy mode. This is because in the English version of Path of Radiance, every difficultly mode is different compared to the Japanese version. In the Japanese version our normal is their easy, our hard is there normal, etc. So our easy is not in the Japanese version. Since Radiant Dawn was made in Japan all the programming for loading Path of Radiance onto Radiant Dawn is for the Japanese version. If you want to load your clear data onto Radiant Dawn you will have to clear Path of Radiance on Normal mode. Good luck!
