no, he does not have hepatitis. non-reactive means the blood sample did not react to the chemicals in the test, so there is no sign of hepatitis. the surface anti- bodies could result from a vaccination or other exp osier, but that just means he was exposed to the virus at some point and is not infected now. good 4 him and u:)
